And well-dressed spectators fill the hotel's balcony and street. In the foreground, a portion of a reviewing stand is seen. Between 1908 to 1914, the Washington, D. National Guard trained at Camp Ordway, in part because the battles fought at Harpers Ferry during the Civil War were largely influenced by terrain, so the area could impart valuable knowledge to the National Guard members. Soldiers at the camp learned several drills ranging from artillery to small arms, wireless radio and marching.
