Comes from a smoke free environment. Newton rings are a purely optical phenomenon. In a CGC slab, it occurs because the inner archival-grade sleeve (the well that holds the comic) touches the hard outer plastic shell. Because the two plastics have different refractive indexes, light waves bounce and interfere with each other when they are pressed tightly together, resulting in the oily rainbow effect. The comic inside remains completely sealed and protected from the rings.

The presence of Newton rings will not lower a comic's grade.
