Published during an important transitional period for the railroad, the pamphlet records the company's management, finances, operations, and continuing construction of the route across Pennsylvania. Of particular historical interest is the printed legislation included in the pamphlet concerning the former Sunbury and Erie Rail Road Company, including an act changing its name to the Philadelphia and Erie Rail Road Company and authorizing a lease of the railroad. The report dates from the middle of the Civil War and documents a major Pennsylvania railroad while its long-planned east-west route was still being completed.
